In Japan people can't smoke outside legally, so clubs and restaurants and bars are filled with smoke. My lungs and ears are recovering.

The reverse of the U.S.... you can smoke outside legally but sometimes it's banned indoors. Why do they ban it outdoors?

I mean that's clearly why I mentioned it.

Same reason we ban it indoors - innocent victims. if only we could just combine the two bans in each country...
